Ríos discutirá la situación vergonzosa que se dió a conocer durante la última semana en los hospitales militares estadounidenses, y acerca de la necesidad de cuidar a nuestros veteranos adecuadamente.

Buenos días. Les habla José Ríos desde Arizona. Soy un veterano orgulloso del ejercito y miembro del Consejo de Veteranos y Familias Militares del Partido Demócrata.
Soy uno de más de 1 millon de hispanos que han prestado servicio en las fuerzas militares de nuestro país. Como tantos otros, he mirado con horror durante esta semana los reportajes sobre la falla del gobierno de no cuidar correctamente a muchos de nuestros soldados heridos.
Por negligencia o incompetencia, muchos de nuestros valientes soldados heridos en combate han tenido que aguantar condiciones inaceptables en los hospitales responsables por su recuperación.
Como veterano de la Guerra de Vietnam, he necesitado cuidado médico de nuestro gobierno y sé que el sistema tiene problemas. Pero para todos los que hemos visto la situación por televisión esta semana, no queda duda de que esto es una verguenza nacional. Nuestros heroes heridos se merecen el mejor cuidado en el mundo, sin importar el costo.
Desde el año 2000, un millón y medio de Americanos han ido a Irak y a Afghanistan. Mientras les hablo esta mañana hay 25,000 hispanos prestando servicio allá con honor y valor.
Son nuestros hermanos y hermanas, hijos e hijas, vecinos y colegas. Ellos aceptaron el llamado a prestar el servicio militar, y han puesto sus vidas en peligro por nuestro país.
Si alguien ha sido herido en el campo de batalla, no debe tener que luchar contra una burocracia que les niega su pago ni vivir en edificios infestados de ratas y cucarachas.
Tristemente, este es solo un ejemplo más de un fracaso mayor. El Presidente Bush habla sobre el deber de apoyar a nuestras tropas, pero su administración les ha fallado consistentemente.
Fallaron por no tener plan para la ocupación de Irak. Enviaron a nuestros soldados al campo de batalla sin armadura necesaria y sin el entrenamiento necesario. Es un fracaso que no esten sacando a nuestras tropas de la guerra civil en Irak, y ahora no hay duda que nunca tuvieron plan para cuidar a las personas heridas en combate.
Durante años, el Presidente Bush y el Partido Republicano no han querido proveer los fondos necesarios para cubrir los costos de los beneficios de los veteteranos. En vez, han escogido siempre luchar por reducciones a los impuestos de los Americanos más ricos.
Me siento orgulloso de que los Demócratas siempre hemos luchado por darle a nuestros soldados y veteranos el cuidado que se merecen. Me siento orgulloso de que los Demócratas somos los que estamos exigiendo una investigación completa y no partidista del sistema militar de cuidados médicos para asegurar que esto jamas vuelva a suceder. El Presidente Bush debe unirse a nosotros, y los Republicanos en el Congreso deben dejar de impedir los fondos para los programas que nuestros veteranos y familias militares necesitan.
La promesa más sagrada de nuestro gobierno es la que se le hace a nuestros soldados. Ya es hora de que se cumpla esa promesa.

Washington, D.C. – Army veteran Joe Rios, a member of the DNC Veterans and Military Families Council and veteran of the Vietnam War, will deliver the Democratic Hispanic Radio Address this Saturday. Rios will discuss the disgraceful situation that came to light at military hospitals during the past week, and about the need to care and provide adequately for our veterans.

Good morning. This is Joe Rios, a proud Army Veteran and member of the Democratic Veterans and Military Families Council speaking to you from Arizona.
As one of the more than 1 million Hispanics who have served in our nation’s military, I’ve watched in horror over the past week as the government’s failure to adequately care for so many of our wounded soldiers has come to light. Through neglect or incompetence, many of the brave men and women wounded in combat have been forced to endure unspeakable conditions in the hospitals responsible for their recovery.
As a Vietnam Veteran who has relied on our government for medical care, I’m no stranger to the system’s inadequacies. To all of us watching, though, the situation on display this week was nothing short of a national disgrace. Our wounded heroes deserve the best care in the world, no matter the cost.
Since 2000, 1.5 million Americans have been deployed to Iraq and Afghanistan. As I speak to you this morning, roughly 25,000 Hispanics are serving there with courage and distinction.
They are our brothers and sisters, sons and daughters, neighbors and co-workers. They have answered the call to service, and put their lives on the line for our country.
After being wounded on the battlefield, they should not have to fight a bureaucracy that denies them their pay nor live in buildings infested with rats and cockroaches.
Sadly, this is just another example of a larger failure. President Bush talks about supporting our troops, but his Administration has consistently failed them.
They failed to plan for the occupation of Iraq. They sent our soldiers into battle without proper body armor and without proper training. They’re failing to get our troops out of the civil war in Iraq. And it’s clear now, they failed to develop a plan to care for those wounded in battle.
For years, President Bush and the Republican Party refused to fully fund veteran's benefits, choosing instead to fight for tax cuts for the richest Americans.
I’m proud that Democrats have consistently fought to provide our soldiers and veterans the care they deserve. I’m proud that Democrats are leading the call for a thorough and non-partisan review of the military health care system to make sure this never happens again. President Bush needs to join us, and Republicans in Congress must stop standing in the way of funding the programs our veterans and military families need.
Our government’s most sacred promise is the one made to our soldiers. It's time to keep that promise.
